Fox Swibel Expands Energy Law Group with Three Strategic Additions

Fox Swibel is pleased to announce the continued growth of its Chambers-ranked Energy Law Group with the addition of Partners Rebecca Mickey and Siobhán T. Briody and Associate Ashley Bukowski.

Rebecca Mickey

Rebecca Mickey is a transactional attorney and energy industry advisor with more than 15 years of experience supporting the development and execution of complex infrastructure projects. Her practice focuses on renewable energy and construction-related transactions, including utility-scale solar, wind, and battery storage projects. Prior to joining Fox Swibel, Rebecca held senior leadership roles with renewable energy developers, where she advised on project development, financing, construction, and operations across portfolios throughout the United States, Canada, and Australia.

Rebecca earned her J.D., cum laude, from Suffolk University Law School and her B.A. from the University of California, San Diego.

Siobhán Briody

Siobhán Briody advises developers, landowners, investors, and renewable energy companies on project development, real estate, financing, and transactional matters involving utility-scale and distributed energy projects. Prior to joining Fox Swibel, she served in senior in-house roles with renewable energy companies, where she advised on project acquisitions and dispositions, development matters, project financings, and corporate transactions. She began her legal career in the real estate and construction group of a leading international law firm.

Siobhán earned an LL.B. (Hons) from the University of Wales Trinity Saint David, a Sustainable Development Certificate from Trinity College Dublin, University of Dublin, and is expected to earn an LL.M. in International Corporate and Commercial Law from The Dickson Poon School of Law, King’s College London in 2026.

Ashley A. Bukowski

Ashley Bukowski joins the Firm after serving in legal and policy roles at the Illinois Commerce Commission, where she advised on complex regulatory matters involving electric utilities, renewable energy, and other energy-related issues. Most recently, as a Staff Attorney in the Clean and Alternative Energy Section, Ashley represented ICC Staff in contested proceedings including those involving rate design, performance metrics, grid planning, and renewable energy initiatives. Ashley previously served as a Legal and Policy Advisor to Commissioner Michael T. Carrigan where she advised on legal and technical issues across energy, water, telecommunications, and transportation matters. Prior to the Illinois Commerce Commission, she held externship positions with the U.S. Environmental Protection Agency and the Illinois Attorney General’s Office, focusing on environmental enforcement and regulatory matters.

Ashley earned her J.D. from Chicago-Kent College of Law, where she received an Environmental and Energy Law Certificate and CALI Awards in Energy Law, Environmental Law & Policy II, and Legislative Advocacy. She earned her B.A., cum laude, from Eastern Illinois University.

These additions come during a period of significant growth for Fox Swibel’s Energy Law Group, which was recently recognized by Chambers USA with its first practice group ranking in Illinois. Together, Rebecca, Siobhán, and Ashley further expand the group’s ability to help clients navigate the legal, business, and regulatory challenges associated with developing, financing, constructing, and operating energy projects throughout the United States.
